PME cipher alphabet

Good evening, all;

Question; In using the PME given/published name of an intelligence, 
say for instance Number 14 of the Zone girding the Earth, Amuthim...
I find in the cipher that there is no corellation for the letter "H".
There is no corellation for "th", but there is for the letter "t". 
There is "lh", "ch", Zh".

Any suggestions?
