For some, yes, but not necessarily for all.

The idea of a "soul mate" does have some rooting in fact. For instance
two Individuals who stem from the same Greater Self might incarnate
together and attain a "soul mate" sort of relationship based upon a deep
sense of commonality. Or they might not. It depends upon their mutual
karma.
